Nepal Open University Awards Its First PhD Degree
Baburam Bhul has become the first person to earn a Doctor of Philosophy (PhD) degree from Nepal Open University. The university formally awarded him the PhD certificate on 2082 Poush 16 (Wednesday).
According to the university administration, Dr. Bhul completed his PhD under the Faculty of Management and Law in the subject Doctor of Philosophy in Development Management.
He is currently working as an Audit Officer (Section Officer) at the Office of the Auditor General.
Research Title and Focus
Originally from Banniigadhi Jaygadh Rural Municipality-3, Bardadevi Bhuwamajh, Achham, Bhul conducted his research through Nepal Open University under the title: “Representative Bureaucracy: The Relationship Between the Perspective on Positive Discrimination (Reservation) Among Individuals from Marginalized Communities in Nepal’s Civil Service and Organizational Commitment.”
The research focuses on the relationship between marginalized community employees’ views on reservation and their commitment to the organization.
The university believes that the research provides a new debate and perspective, with a scientific basis, on institutional commitment among marginalized community employees working in Nepal’s civil service, inclusive governance, and public policy-making. The study is considered important particularly as an effort to highlight the interrelationship between the effectiveness of reservation policy and organizational performance.
Academic Background
In terms of his academic journey, Dr. Bhul passed the SLC in 2064 from Saraswati Secondary School, Jaygadh, located in rural Achham. After that, he completed the following studies from Tribhuvan University:

Convocation
Dr. Bhul is scheduled to be formally conferred at Nepal Open University’s convocation ceremony to be held on Magh 11. The program has been set for Education, Science and Technology Minister Mahabir Pun—who is also the Chancellor of the university—to confer the degree at the convocation.
