
Tribhuvan University Tightens Deputation Leave Policy
Tribhuvan University has imposed stricter regulations on deputation leave. The decision was made during a meeting of the Executive Council.
Vice-Chancellor Prof. Dr. Khadka KC stated that deputation leave will no longer be granted for appointments other than those made by the Council of Ministers or the President.
Academic Disruption Prompts Stricter Measures
The university took this step after it was observed that teaching activities were being affected as professors were taking deputation leave to work elsewhere.
According to the Vice-Chancellor, faculty members had begun taking appointments in provinces, rural municipalities, municipalities, and various organizations, which was disrupting the academic schedule at the university.
TU Enforces Rules from the 2050 Service Regulation
According to the Tribhuvan University Teacher and Staff Service Rules of 2050 BS, deputation was permitted.
However, due to its growing misuse for external appointments, the university has now decided to enforce the rule strictly.
Deputation Practice and Its Impact
The regulation previously allowed university teachers or staff to be deputed from one department or unit to another, or to external government and non-government organizations.
Permanent professors often applied for deputation transfers to other offices, leading the university to manage their absence by hiring contract-based replacements.
To address this recurring issue, Tribhuvan University has now enforced stricter controls on deputation leave.
