Digital Literacy Needed to Achieve Nepal’s Digital Goals

Minister for Communication and Information Technology, Prithvi Subba Gurung, has said that digital literacy is essential if Nepal wants to achieve the goals set in its national digital strategy.

Speaking at a program organized by the CAN Federation under the theme “Multi-Stakeholder Discussion on Digital Nepal Framework 2.0 and the Way Forward,” the Minister stated that a lack of digital knowledge among citizens—especially in using mobile applications—is a major concern.

“We can’t fully implement the Digital Framework unless people are digitally literate,” he said. “Digital literacy must go hand in hand with our national efforts.” 

Government's Role in Building Digital Infrastructure

Minister Gurung clarified that the government is responsible for developing digital infrastructure and setting supportive policies.

As the government’s official spokesperson, he mentioned that the first version of the Digital Nepal Framework, introduced in 2076 B.S., had outlined 80 digital initiatives across eight major sectors. The implementation plan assigned specific roles, responsibilities, and timeframes to the relevant institutions and stakeholders. 

What’s New in Digital Nepal Framework 2.0?

He shared that the Digital Nepal Framework 2.0 has been developed in line with the 16th National Plan. It focuses on building a stronger digital foundation by enhancing connectivity, technical skills, data integration, and cybersecurity.

The earlier framework had prioritized improving digital access and infrastructure while encouraging economic and social transformation. The revised version builds on those priorities and aims to address the challenges encountered during implementation. 

Lessons Learned from the First Framework

Communication Secretary Radhika Aryal said the draft of Framework 2.0 was developed based on the lessons learned from implementing the first phase.

She also called on the private sector to provide constructive suggestions to improve the final version. 

Digital Age Requires Policy and Financial Commitment

CAN Federation President Sunaina Ghimire Pandey stated that Nepal has entered a digital era and urged the government to treat digital development as a national priority—not just in policy but also in funding.

According to her, timely investment and clear policy direction will help create a more digitally inclusive society.
