SEE to Be Held Under Provincial Jurisdiction

Provincial governments will now conduct the Secondary Education Examination (SEE).

This decision was reached during a meeting of the Education, Health, and Information Technology Committee under the House of Representatives held on Saturday at Singha Durbar. The committee agreed to retain the SEE within the School Education Bill while placing its administration under provincial authority.

Reversal of Earlier Recommendation

Although the sub-committee had earlier submitted a report recommending the removal of SEE from the School Education Bill, Saturday's full committee meeting reached a different conclusion.

Minister of Education, Science, and Technology, Raghuji Pant, presented the government's position. He proposed that since examinations are held at various educational levels, the responsibility for administering SEE should be delegated to provincial governments in line with the spirit of the Constitution.

He emphasized that transferring the management of SEE to the provinces would help enhance the quality of school education.

Implementation After Bill Approval

Once the bill is passed, the SEE will be conducted by the provincial governments under the coordination of the national examination board.

Saturday’s committee meeting also agreed to establish educational coordination units at the district level.

Committee Chairperson Ammar Bahadur Thapa proposed creating these units in a manner that does not conflict with the spirit of the Constitution, which was unanimously supported by the members through table taps.

Next Steps for the School Education Bill

After approval by the committee, the School Education Bill will be forwarded to the full Parliament.

Following its passage, the agreed provisions will be implemented accordingly.

The next meeting of the committee, called to finalize the bill, has been scheduled for Sunday.
