Kathmandu Metropolitan City Signs Performance Contracts with Resource Teachers to Improve Educational Quality
The Education Department of Kathmandu Metropolitan City has signed performance contract agreements with nine resource teachers to make the educational quality and teaching-learning process in community schools more practical and effective.
The agreements were signed based on the Resource Teacher Management Procedure, 2080 BS and a decision made by the Education and Health Committee on Shrawan 22. Namraj Dhakal, Head of the Education Department, and the resource teachers signed the agreements.
Responsibilities and Conditions for Resource Teachers
Under the agreements, resource teachers are required to prepare and implement monthly and weekly action plans to improve the teaching-learning environment in schools within their respective working areas.
They have also been assigned responsibilities to facilitate the effective implementation of the Metropolitan City’s education policies and programs at the school level, support teachers’ professional development, and coordinate efforts to address problems faced by schools.
Resource teachers must record their attendance through the e-attendance system during school hours at the school where their post is held. They are also required to teach at least one class period every day.
If a resource teacher is unable to conduct classes because of participation in resource teacher training or other programs, the Metropolitan City will arrange a substitute teacher.
Performance Evaluation and Targets
The agreement, which aims to improve overall educational outcomes, will remain in effect until the end of Asar 2084 BS.
According to Department Head Dhakal, the performance evaluation of resource teachers will be linked to the achievement of the targets specified in the agreement and progress against the stated indicators.
Dhakal stated that planned teaching and learning and a child-friendly environment are necessary to make the quality of community education competitive. Expressing his expectations of the resource teachers, he said there is no room to stop or turn away from this goal.
Resource Centers and Working Areas of Resource Teachers
The number of resource centers under Kathmandu Metropolitan City has been reduced from the previous 11 to nine. The centers, the number of schools under their respective working areas, and the designated resource teachers are as follows:

Shanti Nikunja Secondary School (Bhagwatibari) Resource Center: Covers Wards 11, 15, 19, 20, 21, 22, and 23, with 15 community schools and 46 institutional schools.

Tangal Secondary School (Tangal) Resource Center: Covers Wards 2, 3, 4, 5, and 30, with 8 community schools and 71 institutional schools.

Janaprabhat Secondary School (Kalimati) Resource Center: Covers Wards 12, 13, and 14, with 10 community schools and 44 institutional schools.

Padma Kanya Secondary School (Dillibazar) Resource Center: Covers Wards 1, 10, 27, 28, and 29, with 11 community schools and 32 institutional schools.

Koteshwor Saraswati Secondary School (Koteshwor) Resource Center: Covers Ward 32 and the prison area, with a total of 5 community schools and 46 institutional schools.
