
Clarification Regarding Minimum Age Requirement for SEE Registration
The National Examination Board (NEB), Office of the Controller of Examinations, Grade 10, had published a notice on 2082/01/12 regarding the registration process for students appearing in the Secondary Education Examination (SEE) 2082.
Following this notice, there have been inquiries concerning point number 4, which states that students must have completed 14 years of age by the end of Chaitra 2082 in order to be eligible for SEE 2082.
Background and Ministry Directive
Despite students completing Class 10, several institutions—including Class 12 programs, the Medical Education Commission, foreign study authorizations, and various campuses—have age limitations. As a result, many students face complications or are denied opportunities due to not meeting the minimum age requirement.
To address these concerns, the Ministry of Education, Science and Technology issued letter no. 219 on 2081/11/04, referencing Rule 78(6) of the Education Regulation 2059 (amended on 2067/10/09). This rule states:

Students who have not completed 5 years of age are not allowed to enroll in Grade 1.

Students who do not turn 14 by the end of the year in which the SEE exam is held will not be eligible to sit for that year’s SEE.
Legal Context and Policy Alignment
With the eighth amendment to the Education Act (2073/03/15), the SEE became the final exam at the end of Grade 10. Accordingly, the Education Act 2028 (with amendments), Section 4(j), empowers the National Examination Board to regulate such provisions.
Based on the Ministerial Decision dated 2081/10/28 and the official decision of the National Examination Board dated 2081/11/28, it is confirmed that the same age rule applies to the current academic year.
Final Instruction to Schools and Students
All institutions and stakeholders are hereby instructed that only students who will complete 14 years of age by the end of Chaitra 2082 should be allowed to fill the SEE 2082 registration form.
This rule is binding and must be strictly followed during the registration process for students currently studying in Grade 10.
