
Government Launches ‘Shram Sansar Portal’ for Employment Coordination
The government launched the Shram Sansar Portal (www.shramsansar.gov.np) on Thursday, 18 Baishakh, 2082. This platform connects employers and job-seeking workers in one place.
The Ministry of Labour, Employment and Social Security initiated the portal to provide easy access to information about employment, training, and entrepreneurship opportunities available in the national labor market.
This information system will involve federal, provincial, and local governments, job seekers, employers, training providers, self-employed individuals, and other labor market stakeholders.
Prime Minister’s Statement
Prime Minister KP Sharma Oli inaugurated the portal, stating, “Shram Sansar System is an exchange platform for labor and employment services. It will help deliver the benefits of federalism to the public by analyzing the demand and supply of labor and employment-related matters, monitoring employment engagement, regulating employers, and expanding access and equity in employment services.”
The Prime Minister claimed that the portal would remove the distance between workers, employers, and employment services by making the process faceless, process-less, and manipulation-less. He added that it would lead the nation toward prosperity by developing the skills and capabilities of citizens.
Unemployed Youth Statistics
According to the Ministry of Labour, 757,725 unemployed youths are listed at local employment service centers, 449,387 of whom are women. These individuals are registered under the Prime Minister's Employment Program.
However, the program cannot employ all of them. These youths are in search of employers.
Statement from the Labour Minister
Labour Minister Sharat Singh Bhandari stated that the Shram Sansar Portal would be operated from all municipalities to make labor, employment, and social security services accessible to all Nepalis.
He said, “Employers in need of workers must compulsorily post job advertisements on the portal. Workers can also directly update their personal information. If they cannot use the portal on their own, they can apply through the employment service centers at the local level. This will be free of cost. Self-employed individuals can also advertise their skills.”
Legal Provision and Implementation
According to the Employment Right Act, 2075, employers are required to send written details to employment service centers, including the number of workers needed, required qualifications and skills, and the nature of work. However, this provision has not been effectively implemented.
The Ministry of Labour has claimed that the Shram Sansar Portal will help ensure the effective implementation of this Act.
Addressing Labor Migration
Minister Bhandari noted that although opportunities exist in the domestic labor market, the lack of accessible employment pushes youth directly into foreign employment.
Each year, 700,000 youths go abroad for work due to the lack of employment opportunities in Nepal. “Skilled human resources are migrating because they are not finding suitable employers here. Available opportunities are not being utilized, which has already started creating a shortage of workers in the domestic market. Shram Sansar is a tool to bridge this gap,” he said.
Pilot Program and Expansion
According to the Ministry, the Shram Sansar Portal was piloted in 2023 in Biratnagar, Itahari, and Duhabi municipalities. After successful trials, all 137 municipalities of Koshi Province have already been integrated into the system.
The portal is now being expanded to all 753 municipalities across the country. For this purpose, the Ministry of Labour has partnered with Swisscontact.
