School Education Bill Will Be Presented Soon: Minister Pant

In the National Assembly meeting, Minister for Education, Science, and Technology Raghuji Pant clarified that the government has not withheld the School Education Bill and that it will be tabled soon.

While responding to queries raised under the 'Appropriation Bill, 2082' concerning the Ministry of Education, Science, and Technology, Minister Pant stated that the bill was delayed for only a few days due to the need for consensus on certain issues.

According to the agreement with the Teachers' Federation, the bill was scheduled to be introduced by Asar 15.

The Minister explained that the draft of the School Education Bill incorporates various past agreements.

He added that several issues from the recent nine-point agreement with the Teachers' Federation have already been addressed, and the bill is progressing in alignment with that understanding.

Major Issues Included in Upcoming Budget

Minister Pant stated that most points from the nine-point agreement with the Teachers' Federation have been included in the upcoming fiscal year’s budget.

He emphasized that the bill is not only in favor of teachers but also beneficial for the nation and the general public, which is why it has received top priority.

Education Sector Receives Highest Budget Allocation

Minister Pant emphasized the significance of the education sector for national development and progress.

For the upcoming fiscal year, NPR 211 billion has been allocated to education.

Additionally, NPR 7.47 billion has been allocated by the Ministry of Urban Development for school reconstruction.

He stated that education is one of the government's highest priorities.

No Budget Imbalance at the Local Level

He clarified that there is no imbalance since local governments will spend the education budget.

Minister Pant added that a gradual increase of over 20% in education budget allocation is becoming possible.

Recruitment and Internal-Open Competition Structure

For education sector reforms, Minister Pant noted the need to recruit new human resources.

He stated that the ministry is prepared to proceed with 60% internal and 40% open competition, as agreed upon with the Teachers' Federation.

He expressed confidence that long-term issues would be resolved through continued discussions with the Federation.

Budget for Free Education and Midday Meals

Minister Pant confirmed that sufficient budget has been allocated in the upcoming fiscal year to support free education, including programs like midday meals.

Regulation of Private Schools and Educational Reform

He also explained that the government is actively working to bring privately-run schools under a regulatory framework.

Minister Pant stated that the government is seriously committed to improving the national education system and building a supportive academic environment.
